District 4 Updates – Councilman Ron Brinson Dec 2019

District 4 Voter Turnout —   Municipal Elections
We promoted voter participation for the November 5 municipal elections – and you responded! The number of votes cast in our District nearly DOUBLED over the 2015 election. It was up nearly 50 per cent in District 9. By far, these were the two leading trends of the 2019 election and an important signal of attentive citizenship. Nearly 500 voters cast ballots at the Early-Absentee precinct at Wescott Park. We anticipate the Dorchester County Election Committee will repeat this five-day “Early” voting opportunity in future elections.

Traffic Signals – Coosaw Preserve and McKewn Intersections – Yes, those are the planned traffic signal lights being installed at the Patriot Boulevard entrances to McKewn and Coosaw Preserve.  No, those are not the permanent structures.

Our goal was to have these long-awaited signals in place in late December. Public Works informed me in mid-November that the lights were in hand, but the decorative arms would not be available for up to six months. So, we have acted to put these signals in place as originally planned – on temporary poles.  I do not have a credible timetable for the decorative mast arms; I’m hopeful the signals will provide the improvements intended for you and your neighbors. Traffic flows continue to be studied in this stretch of Patriot.

Also, the developers responsible for completing the Weber Boulevard connection have advised that permitting continues to delay this work. Thus, there is no credible timetable for this project either, but rest assured Mayor Summey and I continue to demand the earliest possible completion.

Look for the Sanders Brothers paving crews on Patriot and Wescott boulevards and portions of Windsor Hill Boulevard. This project will repave and restripe most of these heavily used arterials, and we hope this work can be completed with minimal traffic flow interruptions.

Cedar Grove Shopping Center – The developer’s application for a Planned Development District has been approved by the Planning Commission and will now be considered by City Council over the next two weeks. First reading is Thursday, December 12. Public comments will be accepted at Council’s Public Safety Committee meeting 5 p.m. Tuesday, December 17. This plan has been well reviewed by neighborhood leadership. The developer has indicated that if Council gives final approval, construction would begin in the first quarter of 2020.  A grocery store and a national home furnishings center are mentioned as features of the retail line-up.

Turning Lanes Markings Dorchester Road/Club Course-Netherby – We continue to press the S.C. Department of Transportation for turning lane signal controls. In the meanwhile, our city’s Public Works team is attempting to stripe lane designations in a way that nurtures safe turns. We are hopeful this work can be finalized early in the new year.

Friday, December 6, 2019, 6:00pm, on the front lawn of the Felix C. Davis Community Center at 4800 Park Circle. Join Mayor Summey for the lighting of the 40′ Christmas Tree, then stroll around the Circle to enjoy the rest of the beautiful tree and light displays.

🎄Christmas Festival & Parade🎄
Saturday, December 7, 2019, from 4:00pm to 8:00pm at the Felix C. Davis Community Center with the Christmas Parade beginning at 4:00 pm (NEW TIME!).  The Christmas Parade* begins at the corner of East Montague and Mixson Avenues, proceeds down East Montague Avenue, around Park Circle, and back down East Montague to conclude. A nice Holiday family atmosphere.
FREE admission, FREE parking. Ample parking is available on the islands around Park Circle. Rain or shine.
