Councilman Ron Brinson July 3, 2020
The COVID 19 Pandemic continues to spread – yes, even in our District 4 zip codes.
As of noon today, Friday, July 3, North Charleston
has a mandated mask regulation
for businesses, patrons and residents.
This emergency order was issued yesterday
by Mayor Summey.
Please be safe, especially during this
Independence Day holiday weekend!
Please practice the six-feet social distancing guidelines – and wear a mask!
These initiatives really do help reduce risks.

AQUATIC CENTER – The COVID 19 Pandemic crisis has created uncertainties about the opening of this world class swimming facility. But the good news is that our city’s recreation department team is finalizing plans for public tours Saturday, July 18 and Sunday, July 19. And then, beginning Monday, July 20, there will be a “soft opening.” The pools will be available for lap swimming. Admissions will be closely controlled for safety and the initial cost will be $3 per swimmer. If all goes well, the facility will be in full operation around September 1. Monthly and annual memberships are available. (I’ve appended at the end of this newsletter information on hours of operations and the proposed membership pricing plans beginning September 1.)
A NEW BRANCH LIBRARY….and FDHS MEDIA CENTER – The Dorchester County library commission is working with Dorchester District 2 School Board to meld plans for a joint use library and Fort Dorchester High School media center next to the Aquatic Center. A branch library within the municipal limits of North Charleston was approved by voters last November. The working concept is a branch library for public use within a building that also provides a modern media center for the school. This would create modern library services for public use, and free up much needed space within Fort Dorchester High School that would be converted to classrooms. This plan requires an inter-agency agreement between the school board, library commission and Dorchester County Council. I will keep you posted.
INTERSECTION IMPROVEMENTS – Charleston County is rebuilding the Patriot Boulevard-Palmetto Commerce Parkway intersection. The emphasis will be on turning lanes capacities and greater signal control flexibilities. And work is nearing completion on the rebuild and upgrades at the Dorchester Road-Club Course/Netherby intersection. The good news- SCDOT will soon complete the resurfacing of Dorchester Road between this intersection and Wescott Boulevard. The not so good news – SCDOT denied our city’s appeal for protected left-turn options from Club Couse and Netherby.

LOWCOUNTRY RAPID BUS TRANSIT – This project is in advanced planning. It would provide “rapid” bus connections between Summerville and Peninsula Charleston, via the Rivers Avenue corridor in North Charleston. The Charleston Berkeley and Dorchester Council of Governments is holding an “Online Meeting.” You can participate at this link: https://lowcountryrapidtransit.com/onlinemeeting1/
